Trump focuses on proof of citizenship, but other election changes could affect midterms

Two Republican senators are introducing legislation aimed at narrowing birthright citizenship after the Supreme Court's decision last month in Trump v. Barbara upheld birthright citizenship against a Trump administration challenge. Sen. Bernie Moreno, R-Ohio, is circulating a bill modeled on a 1993 proposal by former Senate Majority Leader Harry Reid that would redefine the constitutional phrase describing jurisdiction and reduce legal immigration, cap refugee admissions, and speed deportations. Sen. Jim Banks, R-Ind., is introducing a separate bill called the Citizenship Act that would classify illegal immigrants and birth tourists as invaders under federal law, drawing on Justice Brett Kavanaugh's concurrence in the case, in order to deny automatic citizenship to their children without amending the Constitution or overturning the court ruling.
